It is just like direct admission in to a college.Reserved seats for the  candidates who didn't qualify eligibility criteria for getting seat in college.And..seat is alloted to the candidate on the basis of money rather than merit,this will be managed by college itself so it's Management quota.Hope this would help you.Thank you !!!
