This statement means that you can only submit one complaint or grievance related to a specific document, if you submit more than one, it won't be addressed.
For example, if you have an issue with a land record document, you can submit only one complaint about it. You cannot submit multiple complaints about the same document.
I would suggest that if you have more than one complaint or grievance, mail it to them and then raise a complaint
