You haven't mentioned the stream you are enquiring about. Previously every State had its own Engineering and Medical Entrance exams and Candidates of other States also could equally appear for the exam and study in these Colleges, Since NTA has taken over, exams like JEE, NEET have become the National Entrance examinations where in there is one exam that is held across India and Students can get into colleges of other States through Central Pool. Each State would contribute to a Central Pool of seats and Candidates of other States can participate in this counselling and get admission to these Colleges. That leaves the Students of the home State, 15% of the Seats in Govt. Colleges are transferred to Central Pool and the remaining 85% seats are filled with Local Students following Constitutional Reservations and with those Candidates who have the State's domicile. So in short, if you are a Student of Tamilnadu, you can apply for a seat in Delhi through Central Pool or All India Counselling but you can participate in State Counselling for a seat in Tamilnadu.

state counselling means this involves candidates of any particular state. in most of competitive examinations of India , there is state quota for state domicile students and all India quota for other state candidates to participate.

A normal counselling means the selection process of a college or university for a particular course. It can be through interview etc.
But when the counselling is done on the state level this is refer to state counseling.
