The counseling process is generally the seat allotment process.

During The counseling process you will be suggested college according to your rank and branch which will show on display if you choose any college then your request will locked and you have to pay some amount which will discount on admission time. Since you are a science aspirant as is evident from your profile, and I expect you to be appearing for entrance examination for various universities. After your result is declared you will have to undergo the counseling process or the seat allotment process where you will have to get your academic documents verified.

Now talking about the Central Universities. So  Central Universities are those universities which are established by an Act of Parliament and are under the purview of the Department of Higher Education in MHRD.
