With timezone the local time is the time determined by the time zone. If those two towns are in the same time zone , they have the same local time . Nowadays , this is the usual meaning. Unfortunately, it seems that some teachers , notably in India, have slept through the introduction of time zones , and still use the old "solar time " definition . But that is obsolete.

Now that the world is a big place and there are different time zones that all the continents follow. America itself has 9 time zones. We all know that Earth rotates causing the presence and absence of sunlight during specific periods of time during specific regions. And based on this a time zone is considered. For example, US time zone is different from India's time zone because of the difference in the times of the sunrise and sunset. Now local time is the time zone that you are in at that point in time. For example, if you are in India, Greenwich Mean Time + 5.30 hours is your local time. But let's say you are in Australia, because Australia is ahead of us by atleast 5 hours, Greenwich Mean Time +10 hours becomes your local time.
