Does this mean that if i am the first person to register for counselling then i will be eligible for all colleges in India since many students would not have applied by that time?
No.
It simply suggests the seat you are most likely to get. It is advisable to keep the indicative seat high in your preference order ( not necessarily the first)
As an example, my “ indicative” seat was KGMC. And I was alloted KGMC during round 1.

As part of the first round of online counselling conducted by the DGHS, be it for All India Quota seats or for Deemed and Central University seats, candidates will be able to submit their course and college choices for processing and immediately be able to see the indicative seat that is available at that point of time. The indication will be shown on the basis of the candidate’s NEET marks and prior admission trends. Candidates will thereby be able to refine their selections and pick the option with the highest chances of admission before locking their submitted choices.
