I assume you are talking about Karnataka medical seats .But even in a general sense ,open seats is that set of seats which are open to candidates from all Indian states, including Karnataka , so yes you can apply as well. Open category is basically open to all communities , so your reservation benefits will not apply under this category and you will be competing with so many other students form other states and communities, hence it is an open competition . This is the reason why every state has their state quota seats under which candidates belonging to the state can apply.You will see this open category among government colleges . Similarly , in a private college , there will a part of the seats filled under government counselling and the rest will belong to the management of the college , which can be availed by students who did not get selected under the government quota seats. Generally the fee structure for private seats will be higher than regular government quota seats. To know more about the private seats , you need to approach the college management directly .
