Its not about TNEA only. For any entrance exam there is Opening and closing cutoffs.
Opening and closing cutoffs are for the college that is taking admission through the test. What I mean to say is : Let X be any college that is taking admision for a program through any exam, then that college has a cutoff marks in that exam, if you score above that cutoff marks then you are eligible to take admisssion in that particular college. that marks is the cutoff marks of the college.
Now lets assume that there is a candidate with marks 80% took admission in that college and the last student who took admission has a rank of 20%.
So the opening cutoff marks of that college will be 80% marks and the closing cutoff marks will be 20%.
thus to conclude,
The final or the minimum marks that is required to take admission in that college is termed as the closing cutoff marks of that college. And the candidate with the highest marks to opt for that college is called the opening cutoff marks for that college.
Lets take one example to justify our above statements:
Branches Opening marks Closing marks
Aeronatical Engineering 199.25 79
Now the above means that the student who got 199.25 opened the branch and the last student who got selected got 79 marks.

The is no criteria of Opening and closing cutoff marks,actually it is the opening and closing rank.Your rank is calculated on the basis of your marks obtained by clearing the cutoff for the Exam.On the basis of your rank you will get the admission in TNEA.
