Dear Rekha, the seats that lie vacant due to non joining and non reporting after Round 2 will be published in the seat matric and eligible candidates who submit fresh choices will be considered based on merit and choice. This is mop up round. Candidates who are registering for the first time; Candidates who have registered but havent been allotted a seat in the first two rounds and all candidates except those who are holding a seat from Round 1 and 2 are eligible for Mop Up counselling. So it is only for All India Counselling. The benefits are nothing but a chance to apply for colleges that are left out.
