I will say canada. But not because it's a foreign university but because there are a lot of international students out there with students all the way from china to saudi arabia, the variety of cultures and exposures you'd get is intensem If you are able to clear their TOEFL/IELTS cutoff for the btech program then you should definitely go for btech there

As for job well usually company demand either masters degree or 2 years of experience. But make sure you do internships or part time jobs beside your college because that will help a lot to support you expenses and also add value to you C.V
Don't expect jobs rightaway in canada
How ever if you do return back to indian after your bachelors then the chances of getting a job here provided you have good grades is very high. Much higher than CHANDIGARH university's B.tech degree
