School of Planning and Architecture is a government college that offers PhD, M.Plan, M.Arch, B.Arch, B.Plan, M.Des and ME/M.Tech programs. The admissions are on the basis of marks obtained in JEE Mains, GATE and CEED.
The institute forms a merit list of candidates that have applied for admission and on the basis of it admissions are done.

For rank, it depends whether you are asking for Planning or Architecture and to which category you belong. Here is the last year cutoff to give you an idea of rank required for Planning-

It is quite difficult to predict the cuttoff since it depends on different factors such as difficulty level of JEE Main 2019 exam,number of candidates,number of seats available etc. But if we have a look at the previous years's cuttoff: Cutoff for Architecture Engineering in SPA Delhi:The opening and closing ranks for different categories are as follows: 2018 2017 General: 7-486 2-523 OBC-NCL: 79-302 110-371 SC: 23-71 14-105 ST: 9-67 12-94
Cutoff for Planning Engineering:The opening and closing ranks for different categories are as follows: 2018 2017
General: 555-1464 415-2052
OBC-NCL: 229-949 340-889
SC: 53-264 93-529
ST: 36-264 53-278 As you can see there is quite a lot of competition. To get an admission in Architecture Engineering you have to score a percentile higher than 96 or get an AIR less than 500.If you want to join Planning engineering a percentile of 90+ will be fine or an AIR of round 600 to 700.
