No you won't get a reserved seat if you don't have a proper disability certificate sanctioned from a government hospital abiding by the rules of MCI. You can only claim the reserved seats if you have a disability certificate.

Out of the 110 students selected under the disability quota this year, the Directorate of Medical Education, Mumbai declared eight students ineligible, all of whom have learning disabilities. Similar incidents of candidates with dyslexia, hearing impairment, low vision, dwarfism, upper limb disability, haemophilia being denied admission were reported across the country. These decisions were based on the recent “Guidelines for admission of person with specified disabilities” prepared by an Expanded Committee on Disability constituted under the (MCI). Candidates with low vision and dyslexia have already challenged it in the Supreme Court."If people with such disabilities have been denied reservation, you absolutely have no chance of claiming reservation. Just because you don't get to hear an answer that's pleasing to your ears, doesn't mean you'll start doubting a person who's stating facts.
