Hi,
The abbreviation SAC stands for "seats available for candidates". Students that opt for an upgradation would vacate respective SAC seats in each category.
While ,the term UROP stands for "unreserved open category".

Dear Asif, it is Seats Available for Candidates. These are ideally the seats that will go vacant after upgradation of seats from previous rounds.
