The allot on the basis of overall performance like first 160 gets into IIFT, Delhi and next 150 goes to IIFT, Kolkata. Plus, Kakinada hasn't opened up yet. So, in case you get IIFT, Delhi you can shift to IIFT, Kolkata. As it's ranked number two, whereas if you get IIFT, Kolkata then you can't shift to IIFT, Delhi. I hope it clarifies your doubt.
