what is the cut off and fees structure for sebc caste

This is the first time that MHTCET is declaring results on the basis of Percentile. Until previous year the cutoffs of the colleges were on the basis of the marks of the students who opted for that particular college.

Make sure you look for proper cutoffs according to Quota (General-G, Ladies-L, State-S, etc), category (Open, OBC, SC, ST, etc) and also based on home or other universities.
So, if you belong to Open category look for GOPENH for home university cutoffs in general quota, LOPENH for home university cutoffs in Ladies quota & GOPENO/LOPENO for other university cutoffs.
Likewise, if you belong to a reserved category, you can look for cutoffs your particular category.
After you list down colleges according to cutoffs, you can go the official websites of those particular colleges and look for fee structure.
