See first of all if you fall into required criteria for mhcet handicap quota then you will be glad to know that you have separate ranking system in mhcet rankings and you will get seat in every college with good rank in mhcet handicap quota.And yes you can get any  college with AVG marks in mhcet through handicap quota but there should be vacancy for it because if there are some other candidates in handicap quota with better marks then you then they will get the preference first but there are very few do I think you have the chance of getting any one  college of your choice .
