NEET 2018 brochure has not been released as of now. As per NEET 2017, the minimum marks to qualify is 50th percentile in General Category. To get admission in Government colleges under AIQ, the cut-off rank in Round 2 for 2017 is AIQR 8317. You should get more than 570 and for state seats, it would be better if you get more than 520

Hope this answers your question!
