The cut-off marks are based on different factors such as the number of candidates appeared in the entrance exam, availability of seats, last year cut-off marks & the difficulty level of examination. For all india quota 15% according to previous year record you should score between 550-600+ for obc category in a good institution. And for state quota 85 % score 500+ will secure a seat.

The NEET 2019 cutoff will be released after the exam during the result declaration. And so it can't be predicted now as the cutoff changes every year. However, as per last year NEET 2018- the cutoff score for OBC candidates was 118-96 marks. Minimum 40th percentile is required to pass the entrance exam. So this year the expected cutoff may be near to this range. Well, this score doesn't assures admission in college but is merely for passing the entrance exam.
And to get admission in a good college the required score should be minimum 520-540+ for 85% state quota seats and 560+ for 15% AIQ seats for OBC candidates.

The minimum qualifying percentile signifies the least percentile required to qualify NEET 2019. Since, the percentile depends on the relative performance of all the candidates who have appeared for the exam, the corresponding marks can only be stated after the declaration of NEET result 2019 . The minimum markz one need to qualify in NEET Under OBC category will be 40th percentile.
In 2018 and 2017 also the qualifying cut off of NEET under OBC category was 40th percentile only.
