Hello,

Counselling is process through which you will be able to get a seat based on your merit and preferences. Counselling is conducted in different phases or levels. It is not possible to fill all seats are filled in 1st round of counselling that's why there are consecutive rounds. Not every candidate who participated in counselling will get seat in the very first round, the seats which are vacant after 1st round are filled in 2nd round. Likewise candidates who couldn't get seat in round can get seat in other rounds. If candidates aren't satisfied with the seat allotted they can participate in next phase and may get seat in the desired branch if there are seats available.
