BA means Bachelor's in Art is a three year course in which basics of each subjects are there.
On the other hand, BA honours can be done in any one subjects specifically. It provide specialisation in that subject.
You can do any of these for preparation of UPSC.
But opting for simple BA is better because it offers a course curriculum in all the major subjects that will help you in UPSC exam.

In my opinion, B.A. Hons is better than B.A. Programme as far as UPSC civil services preparation is concerned.
UPSC requires “Something of Everything and Everything of Something”.
Something of Everything (General Studies) - You should have a good command over the General Studies including Current Affairs.
Everything of Something (Optional Paper)- Here, 'something' is your ‘optional’ which covers pretty good marks in CS Mains. You should have expertise in it.
B.A. Hons. provides in-depth knowledge at least in one subject and that can be our optional paper. It is always better to secure maximum marks in the Optional Paper, where you can have a competitive edge over other aspirants.
