Hello Aspirant,
The general difference between the two is of the entrance test. CET UG means that you have to clear an entrance test to get admission in UG course whereas NON CET UG means that the admission is done on the basis of merit or some other criteria other than entrance test.
But admission in IP university are done only on the basis of CET. There is no course in which you can get admission without giving any entrance test.

I think for NON CET they will look at scores from NEET, JEE etc..

And what about the LLB Entrance Exam: CLAT? Does that also counts in NON CET category of IPU?
