Hello Koushiki,
The computer science engineering course is a simple course of b.tech of 4 years . The computer science engineering with specialization is course in b.tech for 4 years where you will be taught some extra subjects which will help you to get specialization that you have choosen. After 4th year you will hold the graduation from b.tech with a specialized in one field(like big data science, cloud computing, business analytics etc).

It totally depend on your intrest that whether you want to be specialized in one topic or not. Both courses are good enough.
