Cut off is the minimum score that can secure a seat in a particular college for a Candidate. This is based on his/her Category, availability of seats, etc. And Cut offs change every year depending on various factors such as no.of Candidates appearing for the exam, no.of Candidates qualified, top exam score and difficulty of the exam. And cut off rank is the closing rank corresponding to those marks that secured a seat. For example, lets say you are appearing for an exam and the total marks of the exam is 500.The top score was 450 and a Candidate scored 350 and his/her rank was 1256. Now 350 is the least score that secured a seat in the admission. And then the cut off rank becomes 1256. Because that is the last rank that got a seat. Regarding yearly intake, every College has a cap on no.of Candidates it can admit. Taking your example, lets say a college has only yearly intake of 2000 but the cut off rank for that College is 20,000. This is because the College is not conducting the exam individually. It is conducting admissions at State level and the last rank in the merit list that mist have got a seat in this College is 20,000. It doesnt have to be that all the first 2000 Candidates of the merit list have to select the same College. Seats are offered in Counselling on the basis of merit and preference. So a Candidate who might have secured Rank 5 will choose this College and 1-4 might choose different Colleges. And a Candidate with a rank of 20,000 must have chosen this College and that might have been the last seat left. Hence it is cut off rank.

Cut off marks denote the lowest marks in each category, given admission in a Govt or Pvt medical college in a particular year. Cut off marks are different each year for each category. The qualifying marks on the other hand, are the minimum marks prescribed for admission through Neet. For example, for general category, the qualifying marks are 50% whereas for others, qualifying marks are 40% i.e 360 and 288 respectively. As general candidate, securing above 360 marks out of 720 marks makes you eligible for admission whereas cut off marks may be 650 for top govt colleges and 500 for other state medical colleges etc
