Qualifying marks are the marks that qualify for you for that particular exam. And on the other side, cut off marks are the marks that secured a seat in that particular exam for each Category. Say for example, to be qualified in NTSE, you need a certain score for your Category. This is called Qualifying marks. But cut off marks are the lowest marks that either take you to Stage 2 or get you a seat after all the rounds.
