Govt seats are seats available in a government/state government owned medical or dental college, whereas private seats are the seats available to students in privately owned medical and dental colleges. The cutoff ranks and mars for getting a seat in a government medical or dental college is relatively quite higher than the cutoff required to get a private seat.

As far as government anda private seat are concerned both are totally different.
Suppose someone is getting a government medical college for MBBS then it is a government seat. And one who is getting a private college for MBBS is said to be from private seat.
