Dear Deepanshu,

UGC is termed as University Grants Commission of India. It's a statutory body is which is set up by the Indian Union Government according to the UGC Act 1956. It is being charged with  determination, maintenance and coordination of higher education.

AICTE is termed as All India Council for Technical Education. Its a statutory body and also a national level council for technical education. It looks after the the proper planning and coordinated development of technical education and management education in India.

To sum up, UGC is an apex body that takes care of higher education whereas AICTE governs all the institutions offer technical and management courses.
