NEET AIR is the all India rank when all the students giving neet exams are taken into consideration. So if there are 11 lakh students then your rank is [ some random number xyz] out of those 11 lakh students. But for admission the AIR does not matter. What matters is the AIQR.
NEET AIQR is your rank when the students of Andhra Pradesh Telangana and Jammu and Kashmir are not taken into consideration. In those States 100% seats are filled with state quota and there is no Neet all India quota of 15% which you see in other states. So those students of the above mentioned states who undertake that they don't want to take admission through all India quota are not counted while generating your AIQR. And thus you see the difference in your AIR and AIQR. Always AIQR would be equal to or higher than AIR. Those students who had higher AIR than you but belonged to any of these states won't be taken into consideration and hence your AIQR will go higher than whatever your AIR was. So basically AIQR is your rank which is merit deciding for the seats to be filled up through 15% all India quota. And hence it's your AIQR which matters and it's your AIQR on which basis you will be granted admission.
