Sanjeev, All the 15% of All India Quota Seats except for Jammu and Kashmir and Ladakh, 100% Seats at Deemed and Central Universities, IP Quota seats in ESIC Colleges, Seats at AFMC are filled by DGHS on behalf of the NMC. Now to participate for All India Counselling the general criteria for NEET apply. But for Institutes like AFMC, AIIMS and JIPMER, the specific Institution guidelines apply. Now regarding chosing All India Quota seats, lets say you belong to Maharashtra and you fulfil the domicile of Tamilnadu as well. You can participate in State Counsellings for both Maharashtra and Tamilnadu 85% State quota seats and by default, you will be eligible for the 15% quota of the rest of the States barring Jammu and Kashmir and Ladakh. This is because Jammu and Kashmir and Ladakh do not participate in All India Counselling. Regarding chosing the All India Quota in the application form, yo uneed to select the State whose domicile criteria you fulfil.
