If you take admission in the state quota then a total of 85% seats in all the government colleges in that particular state will be reserved for admission of the students who have that state's domicile only. And rest 15% seats will be from people All over India.
In some states you might require lower marks like 510+ or 520 plus for admission under state quota and in some even 490 plus. But under All India quota you might require 560+ marks.
Whereas the fees structure is more or less same kr may vary form State to state.
