if you are choosing option 2 after second round of seat allotment, then you need to pay the full tuition fees and hold that particular seat and try your luck in second extended round of seat allotment. If you want to surrender the seat after second extended round of seat allotment, then the fees will not be refunded. But for second round you don't need to pay any fees.
