Depends on the state. This is assuming you got a seat in All India Round 2, and you joined. And then you got a seat in state Round 2 and so you have a state round 2 seat in hand, and an all India course you are already part of (course starts before round 2 state counseling)
In such a case, the penalty depends on the state in which your All India round 2 seat is in and cut off date of surrender for that state. For instance, Tamil Nadu’s cut off date is the date before State 2nd counseling and the penalty is around 15 lakhs. So if you hold an All India round 2 seat in TN and get a seat in your state post the cut off date, you will need to pay 15 lakhs to surrender the Tamil Nadu All India seat and get your originals for joining.
Please note that this situation may not arise in many states this wouldn’t be possible. If you surrendered a state round 1 seat, or if you don’t have originals for round 2 counseling (originals would with your All India round 2 college), you cannot participate in State round 2 counseling. In some states though this is possible unfortunately.
