Delhi University takes admissions in BA honours Economics via merit in class 12th. They post cut off of every courses. In the month of june-july. After CBSE has given the result of class 12th 

You can look for the number of colleges providing BA economics. Almost every college have the course excluding a few pure science ones. 

The fee is nominal, around 3,000-8,000 not more than that. It will differ from one college to another.
