Once NEET cut offs are released, the Counselling happens at both All India level and State level. For example, let's say the cut off for General Category was 600, 550 for OBC, 529 for SC and 540 for ST Categories. After Round 2, if the seats are still left vacant, MCI will reduce the cut offs to fill in the seats that are lying vacant or unfilled. This process of reducing and revising the cut offs is allowed to let more Candidates qualify to fill in the seats. And the new cu toffs are called Revised Cut offs.
