Hello

These terms that you have been familiar with during the neet counselling basically mean

SAC-seat available for the candidate,the students that opt for an upgradation would vacate respective SAC seats in each category.

If I have alloted seat in government medical college in first counseling and have taken admission ...then in second counseling if I don't want an upgradation does sac scop seat will given to another candidate??

well if u've already taken admission then for sure ur seat won't be given to anyone... that's pretty obvious...
