It refers to the OBC category where the person falls under the NC i.e. Non Creamy Layer category. T he non - creamy layer certificate is issued for the people belonging to the OBC community based on their socio-economic status. In order to qualify as an OBC non - creamy layer candidate, the applicant's parents' annual income should be less than Rs. 6 lakhs. This helps the candidate in reserving the quota seats for them in any college.

UR-UnReserved (General)
EWS- Economically Weaker Section (General)
NC/NCL- Non Creamy layer (OBC)
SC- Schedule Caste
ST- Schedule Tribe
PwD- Physical Disabled
This are type of category you often see through.

The term UR stands for Un-Reserved and the term NC stands for Non-Creamy layer which means that a person belonging to a family whose family income is less than 6 lakhs per annum comes under Non-creamy layer category.
So UR-NC category means a person who belongs to an unreserved caste with a family income of fewer than 6 lakhs per annum
