There is no criteria of lowest Mark's in theory paper in Higher Secondary paper as You have to score more than 33 marks to be passed in any subject.

So it is individually different .

Hey, the minimum marks for physics in theory paper 12th Science Board is 24. You will need to score at least 24 out of 70 to clear through the theory paper. It is calculated as 33% of the marks so for 70, 24 is 33%. Same goes with the practical paper. I hope this helped.
