Hello,
To get admission through IPUCET based on JEE Main merit you need to score the minimum cut off marks specified by NTA. JEE Main 2020 cut off is not yet declared it will be out after the results are declared. In 2019 NTA JEE Main cut off mark for general category was 89.7548849 percentile considering this you need to score 90 or above percentile as cut off may increase or decrease depending on number of candidates appeared, difficulty of exam etc. Now, to get seat through IPU CET you need to score the cut off specified by the participating institutes and the cut off is different for each college. You need to score in between 90-95 percentile to have decent chances of getting seat.

You can check the college specific cut off in here https://engineering.careers360.com/articles/ipu-btech-cutoff
There is no any fixed percentile, it depands on the number of seats, the score of other students and course which you wants to adopt. But you can get idea by seeing last year's cutoff list. I am attaching a link where you can find last year cutoff
