Hello,
Your rank of 21k in EWS is certainly very low for NIT Warangal, as NITW is one of the best NITs in India and thus closes even below 30k for General. Thus you can very much assume that its EWS closing will be around 15k. Now coming to other IIITs and GFTIs, You might secure a seat in some of the newest IIITs like
Una, Kottayam, Agartala,
etc. or in some of the GFTIs like Katra, Tezpur, Assam University, etc. I would suggest you take up admission in any other college you are getting and wait for CSAB round as you might be getting some branch or college in special rounds.
