The All India counselling is undertaken by the Medical Counselling Committee whose website link is as follows:

This website will give you all the required information for the All India counselling for the 15% overall seats in the entire country.
For the 85% of the remaining state quota seats, they have different personalised websites for each state with each having a different application procedures and a set of rules. Make sure to check that too depending on the state you have applied from.
