There is as such no cut off released by NTA.
There are different cut off based on different quotas.
A minimum of 85percentile is considered as good score and can get one in a good college.

There is no concept of passing marks in jee mains. There is only one criteria i.e the minimum score you should've secured in order to be eligible for Jee Advanced. The official Jee Advanced cutoff will be released after the exam in April. The cutoff is predicted to be about 85 percentile, so you must secured this score to be eligible for Jee Advanced.

Based on current informations, NTA doesn't released the jee main 2019 january session cutoff yet and it is expected to be published after jee main 2019 results are out.Based on previous year trends it will be nearly 85 percentage which is predicted by the expert in this field.
As per 2018 jee mains exam catageory wise pass marks
Common rank - 350MARKS
OBC-NCC-73MARKS
SC-73 MARKS
ST-73 marks
2019 qualify marks was not released yet will be expecting on April last week hope same will be continued this year

As the cut offs has not released and it will be released after the april exam results .
Because this year system has changed and your final rank will be come out after the combining of both exam (means highest of the two will be considered for ranking).
So it will be not possible to say exact thing because it will depend upon april exam result and exam and strength.
But prediction is that cut off may be nearly 85 percentile .
But it is not only for passing ;if you want a good college you have to score 97-100 percentile .
