What is the procedure if we have to wait for 2nd round of councelling but we are getting college in the 1st round?

If you are getting your required college in the first round than there is no need to go for second round.

During counselling there are options like freez or float. According to the appropriate options you can accept your seat along with the option of changing it to another college and branch if you got the desired college and branch in further rounds of counselling.
