There are a number of subjects that come under arts so until and unless ypu specify which course you're referring, it would be very difficult to answer the question. Also, different colleges have different criteria for different courses.

However, if you wish to pursue arts then you should go for it, no matter what the conditions are. Everything will fall into place one day.
