The more 's' character of hybrid orbital a molecule have the greater angle between bond.From Bent s Rule equation[cos x =s/s-1](Where x is abond angle and s is the %s character in the bond),it is clear that if we increases bond angle,the %s character will be maximum.
In other words
S character is a contribution of S orbital in hybridization .S character is directly proportional to bond angle.The more S character of hybrid orbital a molecule have,the grater is the angle between their bond.

Even though the two molecules have same,sp3 hybridisation ,the distribution of s-character between is bonds and towards the LP is different due to the Hydrogen being replaced by Fluorine.
This is explained by Bent's rule,actually there is a correlation between the electronegativity of an atom with the amount of s-character there is in its bond with the central atom.According to Bent,the rule is"s-character concentrates more in orbitals directed towards more electropositive atoms and more p character develops in orbitals directed towards more electronegative atoms.
