Hello.
People who have not much into NEET and medical entrances actually find it difficult to understand.
I will try to make things clear here!
Let's start from the beginning.
India has around 60k MBBS seats. Of which almost 30k are government seats.
But it's the distribution of the seats which make the process of admission quite hectic.
Of these 30k seats, 15% seats are in All India pool. (AIQ as you mentioned)
Anyone from any state can get admission in these 15 % seats. ( Remember 50% of these seats are for reserved category ).
Cutoff of all India pool is generally higher than the state quota ( Excluding a few states like Delhi and Kerala)
The councelling for these seats are conducted online by CBSE.
The rest 85% seats are called state quota seats.
Admission procedure to those seats are completed by the state itself. And only a Domecile student can apply for these seats.
It is this distribution of seats that makes the difficulty of NEET non uniform across the nation.
What it means is that NEET is quite easy for a state where no. Of seats in 85% state quota are higher say Tamilnadu, karnataka, west bengal, Gujarat.
While the same NEET paper is extremely difficult for a student of different state say Kerala , Uttar Pradesh, Delhi.
you can't apply for any other state for their 85% state quota seats. Unless you are either a Domecile student or you have done your schooling from there. For private colleges the procedure is a bit different you can apply for any private college across country! They do give priority to their state students but still you can apply.
To answer your question, ( I am taking case of government medical colleges )in case you didn't get a seat in West Bengal, where cutoffs are very low itself. You can't get admission anywhere else in the country. Because No matter what AIQ will always be higher than state cutoff of West Bengal.
