It's good to see that you have decided ( or at least thought about ) doing minors in CSE. You can start your minor at any point of time, but plan in such a way that you can complete all the minors courses in 4 years. The subject to complete minor are

1. Data structures

2. Object oriented programming( oops)

3.computer organisation architecture/ computer design architecture ( both are equivalent courses)

4. Network analysis

5. Database management system (DBMS)

6. Internet web development

The syllabus is same when you enter the college for the whole branch. There is no differentiation in syllabus. In each and every semester there will be subjects related to computer science and engineering. Also if you have chosen any specialization then it might differ from simple CSE.
