1. Counseling can be of two types:

(1) ALL India Counselling and (2) State Counselling

In All India Counselling, you get admission based on your NEET Score and its position among All Indian candidates who applied and qualified for the exam and registered.

Now, the candidate from a state whose cutoff always remains high gets relatively low cutoffs in his/her region and are considered relatively low in comparison with the other candidates from his/her state but then he/she applies in another state which always has low cutoffs and now the person has relatively higher cutoffs as compared to the candidates in that other state and nails the admission.

And the candidates from that state bear the consequences and thus the rule was announced.

5. Now whether you take State quota (SQ) or AIQ (All India Quota), the process is just the same but a bit more complex on either of levels.

If you consider to go for any of the counseling during the choice filling, there is a rule which can be very beneficial to those candidates of the same category because each college either government or semi-government or private medical college has to submit the  types of seats reserved and accommodated with respect to the rules of MCI and thus there is a percentage of seats or actual number of seats available is mentioned for each category as well as PH-Physically Handicapped as well as NRI-Non-Residential Indian as well as PWD and other category with UR-Unreserved, SC-Scheduled Castes, ST-Scheduled Tribes and OBC-Other Backward Classes and thus they are alloted and that is the reason to ask your category in the forms, in personal as well as on paper in the admission procedure.
