What is the validity period of obc certificate

A person applying for reservation in central government post should provide a certificate confirming his/her OBC Status and Non Creamy Layer Certificate.for central government the Validity of NCL(non creamy layer) certificate is 12 months.
A person applying for reservation in State government post should provide a certificate confirming his/her OBC Status and Non Creamy Layer Certificate.for State government the Validity of NCL(non creamy layer) certificate is 36 months.

For higher study like doing MBA what is the validity period of OBC-NCL certificate issued by state govt agency of my state. it was issued in 2016. Should I apply afresh or old one will serve the purpose.

the old one should suffice if it's date of issuing is under 3 years for producing it state government positions.
My sister got a selection in NTT recently in delhi but she filled obc certificate made in 2010 and she applied for the post code16/19 then I want to ask whether she renewed her obc certificate before filling e dossier in DSSSB or the old one could apply
