What is this mean in keam allotment the options once lost will not be available in the subsequent phases and does it mean

It means that you'll put some priority order to the interested colleges and course. In case, the cut off ranks of those colleges are less than the rank you obtained you cannot get admission there. This is about the first round of counseling.

And in the second counseling too in the previously chosen college you  won't have a chance.
