UPSC just requires candidates to be a graduate in any discipline from a recognized university, pursuing postgraduation can be your choice but it's not mandatory, and moreover in an exam like UPSC what matters more when it comes to qualifying the exam is how well the candidate prepares, in terms of dedication, focus, perseverance, though it's great if you do your graduation from a reputed college but honestly speaking if you see the eligibility criteria and selection of candidates then they come from different walks of life, many may also qualify this exam through distance learning program also, so it's matter of how well prepared you are , and political science is a really good option as there is overlap with general studies and you can have it as optional subject too, which has syllabus equivalent to graduation, hence minimal efforts will be required here.
