Hi Arpit,
I believe the correct term you referred to is TFW and its a quota that is declared by the government of India for education related admissions. Tuition Fee Waiver(TFW) Scheme is a scheme in which a student is exempted from paying tuition fee and thus only needs to pay the miscellaneous and other charges such as University/ College exam fee, maintenance fee, library fee, etc. Some percentage of seats are reserved for these candidates who are meritoriously sound but lack the financial support. Likewise GUJCET also has such a quota for the students.
